You’ll know that Stewie, Tricia, Connie and Mr. Carter are in the game one of two ways. The first way will be that an update pops up in the App Store, and one of the changes is that they have been added to the game. The second way is to look at Ollieland, since he has every single possible character in the game. Right now, he doesn’t have those four. When he does have those four, that’s how you know they will be available.

Premium characters include the following:
Buzz Killington: Barrington Country Club
Consuela: Consuela’s House
Brain Damaged Horse: Quahog Derby Stables
Jake Turner: Church

All of the premium characters can be purchased in any district that you want to, so long as you have the clams to pay for the characters. Some of them will be more expensive than others. For example, it will only cost 50 clams to build Jake Turner’s church, while it will cost 250 clams to build the Barrington Country Club. Consuela’s house will cost 300 clams. All four of these characters are already in Ollieland’s version of Quahog, as are their required buildings.

Once you build the required character’s building, you will have to complete their requested tasks and “get stuff” to get them to become playable. Each task will be represented by a bubble, and will connect to another task that one of your previously-unlocked characters can do. Once you do this task, “stuff” will have a chance of appearing.

To speed up the process of unlocking characters, make these tasks your first priority I.E. make sure that your characters aren’t fulfilling any other tasks when you build a new character’s building. Once you are done with unlocking your new character, then go ahead and start on your characters’ individual tasks.

Of course, when you have no more individual characters that you can unlock at the time, start completing other characters’ quests, and start clearing out more blocks of land. The more land that you clear out, the more quests and new characters that you’ll end up enabling.
