When you are transporting a suspect to the police station, or responding to a call (the time attack type of stages), often you will start to get chased by crowds of suspects who are trying to ram you. When this happens, stop, pull a 180 degree turn, and when they start to hit you, start spinning around in circles. The nose and the tail of your car will smash their cars, but they will keep coming at you and keep getting smashed, making it easy to arrest them without taking up too much of your time.
To save even more time and to finish the stage with a whole bunch less damage done to your cop car, save the Super Cop power up for these moments. Wait til something like three cars are following you, use the Super Cop and then spin attack them until they are all arrested. Super cops are also great for a quick speed up and power up, so that you can do massive damage to vehicles such as the Van without having to have an SUV or a powerful car to drive.
To beat the cone challenge courses without hitting a cone, start your turns very early and do a VERY sideways drift through all of the turns. Your car should be going completely sideways through the turn, but you should also be straightening out the wheel smoothly enough that you follow the camera back to its right position and are able to stay in a straight line yourself.
To grind down a suspect’s energy quickly, hit then, and then start turning your car from side to side, grinding the front end of the cop car against their car. This will allow you to finish suspect arrest states FAR quicker than just trying to ram them, letting them go, and then trying to ram them again. Also, look out for shortcuts, because usually stages involve simply driving in circles, so you can take back streets and meet the suspects head on in many cases.
